Is it possible to make a passive house from a normal house?

The thermal bridges are avoided (thermal leak e.g. at a wall which is connected to the foundation without thermal braking) in the passive houses. The thermal bridges are almost always present in an existing house and it is very difficult to remove them. Mostly is it possible, but requires additional work and becomes quite expensive. At an existing terraced house you have to remove thermal bridges to the neighbour, which is very problematic.

Should I replace working motors with HEMs?

This is rarely economic, except for very old motors. But if you wait until a motor fails, then the economics are likely to be much more favourable, since the difference in cost between a new and a repaired motor may not be very much.
